The largest and most fragile outer ring would be the nation itself. Operations of federal government, supply chains, national banks, military chains of command, etc. are highly vulnerable to attack because they are literally exposed to all of the danger in the world. You have little or no control over what happens on the national level.
Though bad things have always happened, indications are that new and more intense threats now face Americans, and we would all be wise to prioritize our personal security through a plan of home and family preparedness.
The model of preparedness, which I call The Concentric Rings of Security, places the power of personal safety and survival with the individual.
