Garfield County, Utah, will go down in history as a victim of good intentions. With the approval of environmental groups, Bill Clinton in 1996 used a sweeping application of the Antiquities Act to create the Grand Staircase/Escalante National Monument, in south-central Utah. Clinton’s act, placing 1.7 million acres of grazing lands, timber, minerals, water, and other valuable resources outside the reach of the people who live in Garfield County, and whose ancestors settled it a century ago, put the county and it’s small town on a steep path to economic ruin.
Now President Obama, and his equally radical Interior Secretary Sally Jewell, want to lock up 1.9 million acres in San Juan County, Utah, immediately adjacent to Clinton’s monument, in the form of a proposed Bears Ears National Monument. But the people of San Juan County, having seen the economic loss and exportation of jobs and people out of the Grand Staircase region, are saying no.
